Our Story
measuresHE was founded in 2025 by David Watkins and Billy Wong, former data leaders of Times Higher Education’s (THE) global university rankings. They spearheaded innovative ways to analyze and benchmark university data to highlight their strengths and weaknesses.
Dave and Billy understand the vast data ecosystem of higher education and its potential to amplify impact, optimise strategies, and drive meaningful change.

David Watkins
Co-founder
David is a recognised leader in Data and AI with deep expertise in global university rankings and higher education performance.
As Managing Director of Data at Times Higher Education, he oversaw the collection and analysis of data from more than 3,000 institutions worldwide, building robust frameworks that enhanced the accuracy, reputation, and impact of university rankings. He worked closely with senior university leaders and regional advisory boards to improve institutional strategies, particularly focussing on high-growth regions in the higher education sector such as the Arab region.
Beyond higher education, David’s career spans chief data officer and director positions at companies such as GlobalData, Yell, RSA, O2, and ING, as well as early work on developing AI systems at ISL (part of IBM). David has consistently delivered high-impact programmes that have generated hundreds of millions of pounds in business value, while advancing the responsible use of AI and data to drive performance and sustainability.
David holds a B.Sc. (Hons) in Computer Science from Cardiff University / Prifysgol Caerdydd
Billy Wong
Co-founder
Billy Wong served as Principal Data Scientist at Times Higher Education (THE), where he led data science initiatives for its University Rankings over a 10-year tenure.
In this role, Billy profoundly influenced the global higher education sector through innovative, data-driven strategies. He spearheaded multiple groundbreaking projects, including the launch of THE's inaugural data products, the creation of the Impact Rankings, methodological enhancements to the flagship World University Rankings, and the development of the world's first Interdisciplinary Science Rankings.
Billy holds a Masters degree in Computer Science from The Hong Kong University of Science and Technology and an MBA from INSEAD,
